At 9:45 AM CST, the University of Texas campus in Austin was evacuated as a result of a bomb threat from someone claiming to be Al Qaeda.

But one reasonable motivation is to keep a nation on edge and in fear of fanatical, violent Islamists intent on killing our children and destroying our way of life. And it's so easy to do.
cheap terror? bored student? real threat?
When I first read about these school closings my mind immediately went to a scenario which involved a student calling in these threats. Who knows, maybe someone needed more time to prepare for a test or finish a paper. I still think that is the most likely scenario. However, how cheap would it be, and how effective, for a terror group to just call in threats to high rises, campuses, hospitals, shopping malls, etc.? The IRA's Christmas bombings in London were about economic terror and were exceedingly effective.

. . . have been implicated in such actions, and much worse, abroad. Why not at home? Who's to know? I don't think Bob Woodward is going to dig up the story. I'm just saying it should be included with all the other likely scenarios. I give the desperate or wise-ass student a high probability, a secret government agency determined to justify military operations rather less likely. Reminding me of the Paula Poundstone joke about cats not being good protectors: when they perk up, it could be a serial killer or it could be a moth.
